Does anyone know anything about this image?

I'm wondering if anyone knows about this image in ISS 2, datsel 37 graphics - dat2d 7 palette, is it used anywhere in the game, or is it just made as a and not use?

Japanese text, not used in Iss2, it's garbage from we2000u23

Thank you Polly for your quick reply, I also thought that was not used anywhere, because I need space in that datsel and datsel_3 file to be able to insert the flag of Serbia, I found a way to replace the flag pointers, Yugoslavia used to be 8 or 9 according to your xslx file and shared the image with the Netherlands, Germany, Austria and a few more. I replaced Yugoslavia with River Plate (since River Plate uses its own model) and now I can use all 16 colors for my flag. I was just lack space but now i can do it:)
